Hazardous waste that is improperly managed poses a serious threat to human health and the environment. The Resource Conservation and Recovery Act (RCRA), passed in 1976, was established to set up a framework for the proper management of hazardous waste. There are three different categories of hazardous waste generators:

  • Large Quantity Generator (LQG) (generates greater than 2,200 lbs/month of hazardous waste or more than 2.2 pounds of acutely hazardous waste)
  • Small Quantity Generator (SQG) (generates between 220 and 2,200 lbs/month of hazardous waste)
  • Very Small Quantity Generator (VSQG) or Conditionally Exempt Small Quantity Generator (CESQG) (generates less than 220 lbs/month of hazardous waste or 2.2 lbs or less of acutely hazardous waste)

Who is required to report? 

LQGs and SQGs require an annual/biennial (varies from state to state) Hazardous Waste Report to be submitted to state regulatory agencies and EPA. 

Other requirements:

LQGs and SQGs are required to develop waste profiles, conduct weekly inspections, use specific labeling, and develop and implement a hazardous waste contingency plan.

When and where to submit Hazardous Waste Reports:

Hazardous Waste Reports are typically required to be submitted by March 1st of each year. The reports are submitted electronically to state regulatory agencies and EPA through CDX’s (see https://cdx.epa.gov/) program service RCRAInfo (see https://rcrainfo.epa.gov/rcrainfoprod/action/industry/secured/home).
